My two cents......
I surmise you are in Law Enforcement, no? Good for you and thank you for your service, and I STRONGLY support the LEO community (I have multiple friends and family who are in Law Enforcement), and concur with your thoughts of being unaware of who they are pulling over, possible criminals, etc.
HOWEVER, if Hastings, NE's story is true (and why should he lie?), I do have some BIG problems with how the situation was handled whether in your opinion "no harm was done". First, this LEO was out of his jurisdiction. This is LIKELY why a citation was not issued (irregardless of his radar bluff). Wouldn't hold water in Merrick County Court. Second, he was WAY OUT OF LINE to make the statement "If you reach for that weapon, I'll take you down, boy, you know it!" Not only is that unprofessional, but down-right dangerous for all parties involved. Third, he violated Hastings, NE 4th Amendment right of illegal search and seizure by "taking" his wallet from him without it being offered. It is part of the vehicle and subject to the same privacy rights unless something "spotted" as contraband, etc.
The short of it is....this ol' boy was simply pissed of that someone would dare pass him and wanted to "show off". Personally, I would file a complaint with Butler Co more for his threatening comment than anything else.
I have experienced once myself in Lincoln with a Lancaster Co Deputy. We both left the light at the same time. I acclerated to the post speed limit of 40. He elected to keep his speed of less than 40. Upon passing him he pulled me over and went through a song and dance of speeding, blah blah blah. When I countered him that the speed limit is not set by how fast he was driving, nor is it illegal to pass a LEO who is not moving at the speed limit, our encounter briefly concluded with have a nice day and a thank you for telling me about your CHP.
