What about a park where tennis is taking place? Does it matter if I am watching the event, playing golf on another part of the course, what if I am just passing through the park?

HUH? Golf courses and parks, unless posted, are not off limits. What makes you think they are prohibited? It's a good question, and a very grey area at best.

That's when I went digging. I think 12.08.200.a covers it. In my opinion, many of the parks and bike paths in Lincoln top the list of where one needs to carry.

What I need to do is see if Chief Cassady will ride on my back while I run on the bike paths every day. Q: "Why do you carry a gun?" A: "Because I can't carry a police officer."
